2017 West Coast Regional Meeting

Plans are being finalized for the 2017 West Coast Regional Meeting, scheduled for Monday through Wednesday, September 25 to 27, at the Heathman Lodge in Vancouver, Washington. The program is being organized by NCASI staff with guidance from NCASI’s West Coast Regional Committee. This year’s meeting will continue the tradition of sharing technical and regulatory information of interest to the forest products industry in this region. The program will include discussions of NCASI and industry technical and forest management studies, as well as important regulatory developments. Attendance by member company personnel and invited regulatory and university researchers concerned with these areas is encouraged.

On Monday, September 25, a workshop titled Air Emissions Risk Assessment  will be offered from 1:00 to 5:00. It will address the fundamentals and application of risk modeling for air emissions from sources at a facility. Specific emphasis will be placed on risk modeling in the framework of the Oregon Air Toxics rulemaking and the plywood and composite wood products (PCWP) MACT Residual Risk and Technology review.

Technical sessions will begin Tuesday, September 26, with a morning General Session focusing on topics of broad regional and national interest, such as development of air toxic regulations in the Pacific Northwest, particulate matter risk assessment, industrial applications of drone technology, national and international climate change developments, and other timely topics.

Two concurrent technical sessions are planned for Tuesday afternoon. A Water Quality session will focus on water-related issues and NCASI research, including updates on federal, Oregon, Washington, and Idaho water quality regulatory developments, water quality criteria, methods for evaluating bioavailable phosphorus in mill effluents and the implications for TMDLs, and other current topics relevant to the industry. A Wood Products session will focus on plywood and composite wood products (PCWP) MACT and other wood products regulatory and technical issues, including updates on NCASI research. PCWP MACT will be emphasized because of increased EPA activity in preparation for the risk and technology review (RTR), which will include an extensive information collection request (ICR) for the wood products industry. These issues will be highlighted because EPA is expected to distribute the ICR as early as fall 2017.

Attendees are invited to an evening reception on Tuesday from 5:30 to 7:30. This event will provide participants time to meet with their peers in an informal setting. NCASI Sustaining Members are invited to set up tabletop displays to stimulate technical information sharing and networking.

Wednesday’s program will open with Sustainable Manufacturing and Climate  topics, including life cycle assessment (LCA) of forest products, beneficial use of forest products manufacturing residuals, regional climate change-related developments, and others. An Air Quality technical session will follow and run through the end of the day. Topics will include Oregon and Washington regulatory updates, proposed changes to the Pulp Mill Chemical Recovery MACT rules, regulatory and permitting reform activities at EPA, a roundup of recent NCASI research, and others.

This year’s Forestry technical session on Wednesday, titled Forest Resource Assessment and Sustainability in the Pacific Northwest, will include speakers from across the region who will discuss results from studies of long-term site productivity under intensive silvicultural practices, including effects of biomass harvesting and residue removal, and assessments of forest productivity, timber production, and wood supply.

Luncheons will be provided on each full day for those who pre-register, and all registrants are invited to attend the reception.
