Technical Bulletin No. 0871: Application of EPA's Interim Guidance for Performance-Based Reduction of NPDES Permit Monitoring Frequencies using AOX and Chloroform Monitoring Data

The United States Environmental Protection Agency’s Interim Guidance for Performance-Based Reduction of NPDES Permit Monitoring Frequencies was applied to adsorbable organic halides (AOX) and chloroform monitoring data from eight pulp and paper mills to determine if the data could be used to demonstrate eligibility for monitoring frequency reductions at the end of a five-year permit cycle. The data were evaluated against EPA’s monitoring frequency recommendations as well as statistically using EPA’s probability formulas. Although the level of monitoring reductions varied, all of the mill data evaluated were eligible for some level of monitoring reduction.
