Technical Bulletin No. 0733: Experience at Recycled Paperboard and Containerboard Mills Operating at or Near Zero Discharge

Nine recycled paperboard and containerboard mills operating with little or no wastewater discharge were visited to document their experience. Of these, five were clearly operating within EPA’s draft definition of “zero discharge.” Furnish used by these mills appeared to be of equal or higher quality than the average furnish used at other mills producing similar products.
