Technical Bulletin No. 0449: A Review of Wasteload Allocation Procedures and Benefits of Using Point Source Clusters

This technical bulletin examines alternatives for improvements in the wasteload allocation process where steady state modeling is used. For those cases where point source discharges are clustered or located in close proximity, an analysis is presented which shows that an incremental additional load can be allocated to each source without increasing the probability of exceeding a combined maximum load. A statistical foundation for the cluster concept was first developed.
