Technical Bulletin No. 0381: Control of Volatile Organic Emissions from Coating and Printing of Paper and Related Products

The attached technical bulletin deals with control of VOC emissions of solvent origin from the coating and printing of paper and related products; it covers an array of subjects. First, it outlines the chronology of VOC regulation development for solvent emissions at new and existing sources during the past decade. The discussion describes the general structure and commonality of EPA-developed control technology guidelines for use at existing sources and new source performance standards as well, in that they generally call either for (a) capture of emissions at the coater and subsequent control by some add-on control technology, or (b) the use of low solvent content coating or ink formulations.
