Technical Bulletin No. 0323: Factors Contributing to Cost Differences between Publicly-Owned and Industrial Wastewater Treatment Facilities
The Federal Water Pollution Control Act of 1972 required that  industrial users of publicly-owned treatment works pay for that portion of any federal grant awarded for construction or improvement of the wastewater system allocable to the treatment of the industry's effluent. Amendments included in the Clean Water Act of 1977 directed the Administrator of EPA to conduct a study on the efficiency of and need for industrial cost recovery (ICR).
