To an increasing extent the pulp industry's receiving water quality protection efforts are guided by an attempt to develop optimal combinations of internal process load control measures and external treatment systems. The proper mix of such measures will necessarily differ from one mill to a second and be guided by considerations of cost and performance reliability as well.
