Technical Bulletin No. 0253: An Investigation of Improved Procedures for Measurement of Mill Effluent and Receiving Water Color

The attached technical bulletin summarizes the findings of a series of investigations conducted under the direction of Herbert F. Berger, Regional Engineer at the National Council's Southern Regional Center. The laboratory program was conducted by William L. Carpenter, Research Associate, who was also responsible for organization of the inter-laboratory color measurement program, and participated with Dr. Lyman H. Howe III of TVA in joint studies of low color measurement procedures.
