Special Report No. 89-01: Participatory Planning – The Flathead Forest Planning Workshop Revisited
There is developing a consensus: groups with divergent interests can be more effective if they use a participatory strategy rather than a confrontational strategy. The recent developments in Washington are a case in point. The so-called TFW Program, for Timber, Fish and Wildlife, brings together interest groups representing those areas to work out compromises that are acceptable to all. This Special Report discusses a formalized system for structuring a participatory planning program.
