Special Report No. 83-14: A Review of Mill Permitting-Surveillance Fees and Selected Publicly Owned Treatment Rate Structures 11/83

There is an understandable interest in the forest products industry in information regarding (a) the costs of treating effluent in publicly owned treatment works (POTWs) and (b) the fees assessed by states for permitting and monitoring of industrial facilities. In response to these interests, Central-Lake States Regional staff, assisted by West Coast, Northeast and Southern staff, assembled information on these topics for presentation at the 1983 Central-Lake States) Regional Meeting. Because of the general interest in these topics, the two papers have been assembled into this special report for distribution to the NCASI membership.
