Special Report No. 82-06: A Survey of Transmissometer Applications on Forest Products Industry Emission Sources

Continuous opacity monitoring is already required in an array of sources in the forest products industry. Sources subject to New Source Performance Standards (NSPS) by EPA and not equipped with wet scrubbers in the kraft process and large fossil fuel boilers are required to monitor opacity. Opacity measurements are also required for existing large fossil fuel-fired power boilers, while an array of other sources are subject to opacity monitoring as a result of various local or state regulations. As part of its technical study program the National Council completed a survey of experience with the use of transmissometers in the forest products industry.
