Special Report No. 80-05: Experience with Obtaining Air Quality Discharge Permits for New Sources After the 1977 Clean Air Act Amendments

Obtaining an air quality discharge permit has become a critical element in the planning of new forest product industry facilities and modification or expansion of existing facilities. This special report is an effort to determine the effect of air quality permitting procedures which were new elements as a result of the Clean Air Act Amendments of 1977, on the forest products industry. Specific conclusions regarding the impact of the 1977 Clean Air Act Amendments were difficult to draw as a result of the transition between the older and the new permitting policies.
