Where Are We Heading In Environmental Protection? Dr. Isaiah Gellman, National Council of the Paper Industry for Air and Stream Improvement Board of Governors Meeting This morning I want to discuss where we’re heading in environmental protection and what is happening to our industry along the way. I’ll try to do this by decoding some of the abstract jargon surrounding public efforts to regulate environmental quality. Such terminology tends to shape expensive programs for pollution control which are a concern to all of us. Some of the concepts we’ll tackle are: 1. Zero discharge, 2. Non-degradation of air and water, 3. Environmental impact assessment, including regulation of industrial land-use, 4. and finally, “internalizing the externalities” which is an abstract economic way of asking: who pays for the environmental damage and repair. Each of these will be discussed from the standpoint of problems they present to the industry, courses of action they already dictate, needs being encountered, and new actions to be considered.
