Special Report No. 03-03: Experience with the Collection, Transport, and Burning of Kraft Mill High Volume Low Concentration Gases
The Maximum Achievable Control Technology (MACT) portion of the pulp and paper Cluster Rule requires the collection and treatment of off-gases from High Volume Low Concentration (HVLC) sources at kraft pulp mills, no later than April 2006. While a limited number of mills have brought their HVLC systems on-line, most are currently in the process of configuring and designing their systems. This report summarizes the important aspects to be considered during the design stage and documents industry experience relative to the design, implementation, and safe operation of these systems.
