Special Report No. 01-04: Quality Assurance and Quality Control Materials Applicable to the April 1998 Revised Effluent Guidelines BAT Parameters

This report summarizes the currently available QA/QC testing materials that can be used to measure contract laboratory performance for the effluent guideline parameters of AOX, chlorinated phenolics, 2,3,7,8-TCDD, 2,3,7,8-TCDF, and chloroform under EPA’s Cluster Rule. Since no state, regional, or federal laboratory certification programs have been established specific to the newly revised effluent guidelines parameters or their specified methods, various existing materials applicable to other test methods were reviewed to determine their interim value as performance testing materials for these parameters. The types of materials that were found and how they may be applied to in-house programs are discussed.
