CC-99-021: PCDD/F Formation Potential in Hypochlorite Stages and ECF Bleach Plants

The attached reports were prepared as responses to two separate concerns by regulatory agencies about the potential to form dioxins when using certain bleaching chemicals. The first report addresses dioxin formation potential with respect to the use of hypochlorite in dissolving kraft pulp manufacturing. The second report deals with the potential of chlorine dioxide substitution (ECF) bleaching to result in the formation of dioxins more highly chlorinated than TCDD/F.
