CC-93-072: Proposed Observational Methods for Determining Compliance with State Opacity Limitations

The attached material appeared in the November 22, 1993 Federal Register. It is an EPA proposal to add three methods for visual determination of opacity to Appendix M of 40 CFR Part 51. Appendix M is a compendium of test methods which can be referenced by states in their SIPS for determining compliance with non- federal emission limitations.
