CC-89-004: Corrections and Clarification on Financial Responsibility Regulations for Underground Storage Tanks Containing Petroleum

Enclosed please find material that appeared in the Federal Register on December 21, 1988. In it EPA makes several corrections to the underground petroleum storage tank financial responsibility regulations. The most important of these would (a) change the language used in trust agreements or standby trust agreements, and (b) give states 21 months (rather than 18) to phase-in the financial responsibility requirements.
