CC-86-067: Emergency Planning and Community Right to Know Programs: Interim Final and Proposed Rules

Attached please find material which appeared in the Federal Register on November 17, 1986. In the Interim Final Rules EPA establishes a list of "Extremely Hazardous Substances” and "Threshold Planning Quantities" and "Reportable Quantities" for these substances. In the companion proposal the Agency announces the initiation of rulemaking to revise the Interim Final Rules.
