CC-85-011: Kraft Pulp Mill Digester Alternative Emission Standard and Innovative Technology Waiver

Attached please find material which appeared in the Federal Register on February 14, 1985. It represents EPA's final rule making amending the New Source Performance Standard (NSPS) for TRS emissions from kraft pulp mill digester systems and grants an innovative technology waiver for a new batch digester which uses a displacement heating system and "coldblow" process.
