CC-09-028: Proposal to Set Greenhouse Gas Emission Thresholds for Title V and PSD Permitting Programs

In the October 27, 2009 Federal Register, EPA published a proposal to adopt a 25,000 tons/year threshold for determining if emissions of greenhouse gases have to be addressed in Title V permits and in PSD permits for new sources, and a net emissions increase threshold between 10,000 to 25,000 tons/year to determine if a PSD permit for a modification of an existing major source is required.
