CC-08-013: Final Rule to Clarify SARA Section 311 and 312 Chemical Inventory Reporting Requirements for Mixtures

In the November 3, 2008, Federal Register EPA published a final rule which mainly clarifies how threshold planning quantities of extremely hazardous substances and/or hazardous substances present in mixtures should be calculated to determine the applicability of various chemical inventory reporting requirements. This will be of interest to facilities currently submitting annual Tier I or Tier II chemical inventories to Local Emergency Planning Committees, State Emergency Response Commissions, and local fire departments as required by Section 312 of SARA.
