CC-06-024: Correction of Error on QA/QC Requirements for TRS Continuous Emission Monitoring Systems; Promulgation of Methods 203A, 203B, and 203C

In the September 21, 2006, EPA published a final rule that corrects an error made in 2000 requiring continuous TRS emission monitoring systems installed on kraft recovery furnaces and lime kilns subject to the kraft pulp mill NSPS to meet the QA/QC requirements of Appendix F, Procedure 1. EPA is also promulgating methods that states can adopt for determining visible emissions using EPA Method 9 procedures, but for averaging times other than six minutes.
