CC-04-021: Spill Prevention, Control, and Countermeasure Plan (SPCC), Clarifications and Guidance

The May 25, 2004 edition of the Federal Register contained notice of clarifications and guidance related to EPA’s July 2002 Spill Prevention, Control and Countermeasure (SPCC) rule. Clarifications potentially important to forest products industry facilities include requirements applicable to “loading racks,” “impracticability” of secondary containment, and the applicability of §112.20(f)(1) to “facilities.”
